From Home Kitchen to Certification: 90-Day Plan, Costs and MYeHALAL Preparation
A phased plan for home-based food operators, including when to check the scheme, when to move kitchens and when to apply.

Important note: This ManaHalal guide is educational material. It is not an approval letter from JAKIM/JAIN/MAIN (Jabatan/Majlis Agama Islam Negeri, the state Islamic religious departments and councils), a PBT (local authority) licence or a KKM (Ministry of Health) listing. The scope and eligibility for certification are assessed on the actual operation, premises, documents and current rulings. A KKM Home-Based Food listing is not an SPHM (Sijil Pengesahan Halal Malaysia, the Malaysia Halal Certificate) and does not permit use of the Malaysian halal logo.
Do not start with the MYeHALAL form if the kitchen address, the type of scheme and the premises are still unclear. A new SPHM application requires the business to have been in full operation for at least three months and to have at least three months of relevant documents/records ready for audit.
The plan below is a 90-day preparation outline, not a promise that you will get a certificate in 90 days. It may take longer if a premises move, an OEM process or a licence change is needed.
Four-phase action plan
| Suggested period | Focus | Evidence of results |
|---|---|---|
| Days 1–15 | Identify the model, address and scheme; check SSM/PBT/FoSIM and the state of the kitchen | Gap matrix and questions for the PBT/JAIN |
| Days 16–30 | Tidy the kitchen, training, anti-typhoid, ingredient register and labels | Worker documents, SOPs and supplier register |
| Days 31–60 | Practise the procedures, record batches, temperatures, purchases and complaints | Real operating records and controlled changes |
| Days 61–90 | Self-audit, check the premises status, complete the three-month records if the period is long enough | A file ready for assessment, or a relocation/OEM plan |
If the business only starts on day one of the plan, a full three months of records will not be available on day 90 if any operating days have not been recorded. Use the real start date of operations and confirm the latest criteria before submitting an application.
Estimated official JAKIM fees — after scheme eligibility is determined
- Usual domestic processing fee: RM20 per application, according to MPPHM 2020 (Manual Prosedur Pensijilan Halal Malaysia, the Malaysia Halal Certification Procedure Manual), 2026 Amendment.
- Skim Produk Makanan dan Minuman (Food and Beverage Product scheme) — micro category: RM100 a year for annual turnover below RM300,000.
- Skim Premis Makanan (Food Premises scheme) for certain premises (for example bakery shops): RM100 per premises a year.
Note: This is not a "special home halal fee". The amount that applies depends on the agreed scheme, the certification period and the application details. Preparation costs (training, vaccination, kitchen changes, equipment, testing, labels, suppliers and relocation) are separate. Do not promise that any home can get an SPHM for RM220 alone.
The process once you are ready
Main mistakes
- Printing packaging with the halal logo before approval.
- Treating a KKM Home-Based Food listing as a licence to use the Malaysian halal logo.
- Claiming that all OEM products are covered by the manufacturer's certificate without checking the scope.
- Not recording ingredients and supplier changes.
- Renovating the house before knowing the PBT's position and the audit requirements.
- Treating three months as a guaranteed certificate processing time.
Final checklist
- SSM/PBT/strata approval and FoSIM confirmed for the operation.
- Training and anti-typhoid for all relevant food handlers are still valid.
- The product/menu and proposed scheme have been discussed with JAIN/MAIN if there is any doubt.
- All ingredients, suppliers, lots, recipes and packaging have records.
- Halal control by category and the IHCS/HAS system are in place.
- Three months of operation and real documentation are available for a new application.
- If the home is not eligible, commercial kitchen/OEM options are evaluated before applying.
Questions for JAIN/MAIN or the PBT
State: the address, type of house, kitchen activities, type of product, number of workers, weekly capacity, whether there is delivery/collection and the scheme you want to apply for. Ask for a written explanation of the suitability of the premises and any additional documents. Avoid claiming that the house has been "approved" based only on an informal conversation.
