KKM Home-Based Food Listing: Requirements, Documents and How to Apply
A dedicated guide to the KKM Home-Based Food Listing Programme (Penyenaraian Makanan Sediaan di Rumah), which is different from halal certification.
Last reviewed 5 November 2026
Important note: This ManaHalal guide is educational material. It is not an approval letter from JAKIM/JAIN/MAIN (the state Islamic religious departments and councils), a PBT (local authority) licence or a KKM (Ministry of Health) listing. The scope and eligibility for certification are assessed based on the actual operation, premises, documents and current rulings. The KKM Home-Based Food listing is not the SPHM (Sijil Pengesahan Halal Malaysia, the Malaysia Halal Certificate) and does not allow the use of the Malaysian halal logo.
KKM has a Home-Based Food Operator Listing Programme (Penyenaraian Pengusaha Makanan Sediaan di Rumah) to help improve hygiene practices and customer confidence. The programme's official page posted the Application Guide Rev. 2 (October 2026) on 27 October 2026.
This programme is not ordinary FoSIM registration and not JAKIM halal certification. FoSIM registration is a premises compliance component; the listing is an additional process with its own form and criteria.
What is usually asked for?
The official KKM page lists application materials such as:
- an application form and a document checklist;
- the food premises registration (FoSIM) slip;
- proof of anti-typhoid vaccination;
- a Food Handler Training certificate from a recognised training school;
- food labels that meet the relevant requirements; and
- other supporting documents set out in the current guide.
Use the Rev. 2 (October 2026) form and the latest checklist on the KKM website, not old forms shared on social media. The specific criteria and any additional documents must be checked against the current version before you submit.
Practical process
After you get the listing
Do not assume the approved product list always covers new recipes or products. KKM provides a product addition form; check the procedure when you add an SKU or make a material change to the details.
Record the approval date, the listed products, the validity period that has been set and the conditions for using the programme logo. If the business moves address or production is handed over to an outside factory, check again how this affects the listing.
Three main confusions
| Statement | Explanation |
|---|---|
| “I already have FoSIM, so I am automatically listed under Home-Based Food.” | No. They are two different processes. |
| “I am already listed by KKM, so I can use the Malaysian halal logo.” | No. The SPHM is handled through a separate halal route. |
| “I only sell on Instagram, so I do not need food hygiene.” | The sales channel does not remove the responsibility for food safety. |
