What is the halal certification fee?

For the Premis Bergerak (Mobile Premises) and Kiosk categories, the MPPHM fee schedule sets RM100 per premises per year. With the usual certificate period of two years, the basic certification fee is usually RM200 for that period. The government services portal also states RM20 as the domestic application processing fee; the two are separate components. Confirm the amounts on the MYeHALAL payment notice during the application, especially if the premises scope changes.

Component Estimate / status
Domestic processing RM20 per application, refer to the system notice
Certification fee for a kiosk or mobile premises RM100/premises/year
Usual SPHM (Sijil Pengesahan Halal Malaysia, the Malaysia Halal Certificate) period 2 years
Example of the total basic fee for 1 unit, 2 years RM20 + RM200 = RM220
Training, vaccinations, equipment corrections, kitchen, tests if needed Additional costs, depending on the actual situation

RM220 is not the “price of a halal pass package”. Audit-readiness costs such as kitchen corrections, vehicle improvements, ingredient documentation and training can be larger than the basic fee. Paying the fee alone gives no guarantee of approval.

Before you press “Apply”

Gather one Halal Readiness File:

  1. SSM/entity registration, licences and PBT (local authority) site approval.
  2. Food premises registration details and the relevant handlers' training/vaccination.
  3. Photos of the vehicle/kiosk, layout plan, location map and source kitchen.
  4. The full menu list, recipes, ingredients and suppliers with supporting documents.
  5. Proof of Muslim worker shifts that meet the requirements, and related training records.
  6. IHCS documents, stock, receiving and cleaning logs, and corrective actions.
  7. Operating records that reflect actual practice; the government portal states an operation of at least 3 months for new applications.

Official application steps

  1. Log in/register through MYeHALAL and check the matching Premis Makanan (Food Premises) scheme.
  2. Fill in the business identity, premises/vehicle details, kitchen, menu and ingredient list.
  3. Upload documents according to the current system/authority requirements.
  4. Respond to the document review and payment according to the official notice.
  5. Be ready for a document audit and a physical inspection of the locations and processes included in the scope.
  6. Corrective action if the inspector raises non-conformities.
  7. The decision of the authority/panel; use the SPHM/logo only if approved and valid for the relevant scope.

If major gaps are not yet resolved, fix the licence, evidence, place and SOP and audit again. If resolved, submit the MYeHALAL application, go through the document review and official payment, then audit the relevant premises, vehicle or kitchen. If a non-conformity is found, take corrective action and provide evidence, then audit again. If not, the certification decision is assessed. If approved, use the SPHM according to its scope and monitor renewal; if not, review the reasons and the official follow-up route.NoYesYesNoYesNo

For a business that has only just started operating, the minimum three-month operating history requirement must be taken into account; this 90-day plan does not replace the actual operating period and evidence.

10-point self-audit

  • The suitable scheme has been confirmed, including the source kitchen.
  • SSM/licence/site approval is valid and consistent.
  • KKM (Ministry of Health) registration and food handlers have been checked.
  • All menu items and ingredients have suitable proof.
  • Muslim workers meet the operation/shift coverage.
  • IHCS is carried out, not just documented.
  • Cleaning, temperature and storage are controlled.
  • Material receiving/supplier records are available.
  • Menu/location changes are recorded and processed properly.
  • No certification logo/claim before valid approval.

After certification: Monitor the certificate expiry date, suppliers, changes to the kitchen or location, operation of several units of the same brand, and worker training. A certificate does not replace daily monitoring.
