Muslim Workers and IHCS: Halal Requirements for Food Trucks and Kiosks

Learn the requirements for permanent Muslim workers, shift assignments, IHCS and when the chain premises requirement starts to apply.

Last reviewed 5 November 2026

The requirements for kiosks and food trucks are not necessarily the same as for an ordinary restaurant.

What does the 2026 manual state specifically?

For Premis Bergerak (Mobile Premises) and Kiosk, the specific clauses of the MPPHM (Manual Prosedur Pensijilan Halal Malaysia, the Malaysia Halal Certification Procedure Manual) 2020 (2026 Amendment) set out:

  • At least one permanent Malaysian Muslim worker, assigned and on duty throughout the operation or shift as stated for each category.
  • An IHCS (Internal Halal Control System) must be built and implemented based on the MHMS 2020 Manual.
  • When there are at least three mobile units/kiosks using the same brand, the requirements for chain food premises apply.

Important accuracy point: The specific clauses for Premis Bergerak and Kiosk do not list the Penyelia Halal (Halal Supervisor) as a separate requirement, as some restaurant/catering categories do. Do not copy restaurant rules automatically; check the requirements of your actual category and any additional instructions from the certification body.

Understanding the shift schedule

Imagine a kiosk that operates from 10 am to 10 pm. A worker who is only present from 10 am to 6 pm is not necessarily enough to cover the whole operating period. Plan assignments of qualified workers across the whole shift, including leave, breaks and replacements.

Shift Time Worker assigned Compliance
A 10.00–16.00 Fill in the name Check Muslim status, citizenship, permanent position
B 16.00–22.00 Fill in the name Check status and attendance
Replacement When on leave Fill in the name Check before the shift starts

What is IHCS in a small business?

IHCS is a simple internal control system to make sure that the operation declared as halal happens consistently. Documents without practice are not enough. For a food truck/kiosk, build at least the following practical set of work to be assessed under the MHMS:

  1. A halal policy and responsibilities; who checks ingredients, vendors and complaints.
  2. A register of raw materials, ingredients and suppliers; checks on halal status and document expiry dates.
  3. A food flow map from the kitchen/store to the point of sale.
  4. Methods for receiving, storing, preparing, cleaning and disposing of non-compliant products.
  5. Correction records when an ingredient without evidence, a new supplier or a cross-contamination incident is found.

ManaHalal recommendation: appoint a halal process owner internally to keep the documents and daily checks in order, even though no particular formal post is specifically mentioned for your scheme.

Flowchart: shift and ingredient control

Daily shift flow for workers, ingredients and recordsAt the start of the shift, check whether a qualified worker is present; if not, arrange a qualified assignment. Then check the day's ingredients and suppliers. If an ingredient has not been approved in the register, quarantine it and check the documents. If everything is approved, start preparation and sales, record temperatures, cleaning and incidents, then close the shift and sign the records.NoYesNoYes

When do three units change the requirements?

If you grow from two to three kiosks or food trucks of the same brand, check the classification of premis makanan berangkai (chain food premises). At that stage, the higher management requirements (including the Eksekutif Halal (Halal Executive), the Jawatankuasa Halal Dalaman (Internal Halal Committee) and the HAS (Halal Assurance System) at the management level as stated in the manual) need to be planned earlier.

Owner's checks

  • A list of workers, appointment letters and the shift schedule are available.
  • Shift coverage during leave/MC (medical leave) is determined.
  • The halal control owner and a replacement are identified.
  • A halal policy and a supplier ingredient register are prepared.
  • All staff understand the ingredient quarantine procedure.
  • The number of kiosks/trucks of the same brand is monitored to determine chain premises status.
