SSM, PBT and KKM Licences for Food Trucks, Kiosks and Stalls
Check business registration, hawker licences, food truck sites, premises registration and food safety before applying for halal.

Separate three layers: a lawful business, safe food and certified halal.
Three separate doors
SSM/business registration proves the identity of the entity. The PBT (local authority) permits specific activities, locations and times. KKM (Ministry of Health) controls food safety. JAKIM/JAIN/MAIN (JAIN/MAIN: the state Islamic religious departments and councils) assess halal requirements and certification. Passing one door does not mean passing all of them.
| Layer | Usual evidence to check | Key question |
|---|---|---|
| Business registration | SSM/relevant registration | Are the entity's name and owner accurate? |
| PBT licensing | Hawker licence, kiosk licence, food truck permit or site approval, depending on the PBT | Where, when and with which vehicle may you operate? |
| KKM food safety | Food premises registration where applicable, handler training, anti-typhoid vaccination, hygiene | Is the preparation/delivery process safe? |
| Halal certification | MYeHALAL application and documents, ingredient sources, halal control, premises | What SPHM (Sijil Pengesahan Halal Malaysia, the Malaysia Halal Certificate) scope is suitable? |
DBKL example: The hawker licence covers the categories Penjaja Beredar/Food Truck (Mobile Hawker/Food Truck), stalls and kiosks, but a food truck site must be within the location/bay permitted on the licence. This is an example from Kuala Lumpur only; check the PBT conditions where your business operates.
Basic documents you should collect
- SSM information or the relevant entity registration; the registered address and the name used in the application.
- A PBT licence or permit that is still valid, including the conditions on location, time and period of operation.
- Vehicle details (if a food truck), side/interior photos and an operating layout plan.
- The relevant KKM food premises registration, including the central kitchen/store where relevant.
- Food handler training records and anti-typhoid vaccination status for handlers.
- A list of the actual selling locations and the locations where food is prepared/processed.
- Proof of the kiosk/lot tenancy agreement or site operating permission, if relevant.
Reminder: Not every hawker permit allows operation at any location. For mobile premises, the MPPHM (Manual Prosedur Pensijilan Halal Malaysia, the Malaysia Halal Certification Procedure Manual) 2026 specifically requires operation at locations designated by the relevant authority.
Flowchart: licence compliance
Common mistakes
“I have SSM, so I can apply for halal.” SSM alone does not prove that the business site is approved, that the food premises is registered or that the food source is controlled.
“I can move to another site because a food truck is a mobile business.” The PBT licence conditions still govern the place, time and method of operation.
“A food handler course is enough.” You also need to consider anti-typhoid vaccination, hygiene, the relevant premises registration and operating procedures.
Action checklist
- Entity registration and premises name are consistent.
- The PBT licence/permit covers the actual type of operation.
- The list of sites, times and approvals is kept.
- KKM/training/vaccination confirmed according to the relevant regulations.
- The kitchen, store and kiosk/vehicle have proof of ownership/use.
- Changes of location/site are recorded and checked with the PBT and the certification body where relevant.
