Hygiene, Temperature and Safe Operations at Food Trucks and Kiosks

A checklist of hygiene, storage, clean water, temperature, transport and cleaning practices for small food businesses.

Halal is about the integrity of the process; food safety needs consistent operational control.

Why do small selling sites need a system too?

Food trucks and kiosks have limited space, different water use, crowded peak hours and a risk of raw materials mixing with ready food. JAKIM assesses halal control; KKM (Ministry of Health)/PBT (local authority) assess food safety and hygiene under their own rules. The two complement each other.

Minimum auditable operating design

Separate the work flow: receiving materials → cold/dry store → preparation → cooking → packing/serving → waste. Do not place raw materials, finished products and cleaning agents where they can cause cross-contamination.

Water source: use clean and safe water; provide hand hygiene facilities that suit the operation/the authorities' approval. Plan the water supply, drainage and disposal of used water.

Equipment: choose surfaces that are easy to clean, and manage chopping boards, bins, knives, ice containers, topping spoons and drink machines. Keep cleaning records before/during/after operation.

Dedicated storage for food trucks: If preparation and processing are done entirely inside a mobile premises, MPPHM states that dedicated storage for materials and equipment must be provided. Arrange it so that it can be inspected, not just stored in the passenger area.

Examples of practical logs

Record Recommended time What to record
Start-of-shift check Before opening Cleanliness, stock, temperature, workers, water
Receiving materials Every delivery Product, lot, supplier, condition, proof
Storage temperature According to the control plan Equipment/location, reading, person recording
Cleaning Before and after operation; extra if needed Surface/equipment, method, time, checker
Closing the site After selling Waste, leftover materials, equipment and water supply

Note: Use temperature ranges according to food safety rules/the type of product; do not assume one temperature suits all materials. The CSV template lets operators fill in their own target ranges based on suitable technical advice.

Daily operation flowchart

Safe daily operation flow at the siteBefore opening, check the workers, water, equipment and stock. If the check does not pass, fix the issue or hold the affected materials. If it passes, receive and store materials safely, prepare, cook and sell according to the SOP, and record temperature and cleaning. If there is a food, temperature or contamination issue, separate the product, take corrective action and reassess the start-up approval. If there is no issue, close the shift and complete the records.NoYesYesNo

Risk situations

Power cut: Do not carry on selling perishable materials without assessing the temperature exposure and their safety. Isolate the materials, record the incident and use the disposal procedure if needed.

Washing water runs out during selling: Stop the processes that need hand/equipment hygiene until control can be restored.

Kiosk too cramped: If raw and finished products cannot be separated safely, change the layout or reduce the processes in the kiosk; consider a suitable source kitchen.

Checklist

  • Clean water, hand hygiene and waste are controlled.
  • Dry and cold storage are suitable and recorded.
  • Equipment and surfaces are in good condition.
  • Raw materials and finished products are handled without cross-mixing risk.
  • Cleaning and temperature records are easy to reach during an audit.
  • The emergency/material quarantine procedure is practised by all staff.
