Applying for Bakery Halal Certification: MYeHALAL, Fees, Audit and the 90-Day Plan

The bakery application flow through MYeHALAL, official fees, audit, corrective action, the e-Cert and a 90-day work plan.

ManaHalal note: An educational guide to help you prepare. It is not a certificate, an approval or an official eligibility decision from JAKIM/JAIN/MAIN (Jabatan/Majlis Agama Islam Negeri, the state Islamic religious departments and councils). Operators need to check the requirements in force and the scope of their own application.

Once the licences, workers, kitchen, ingredients and IHCS (Internal Halal Control System) are stable, an application in MYeHALAL starts to make sense. Applying too early does not save time when the manufacturer evidence, the menu or the shift records are not yet complete.

Official fees for a single-premises bakery

Item Rate Note
Domestic application processing RM20 For each ordinary application
Bakery certification RM100 a year/premises Rate under the Skim Premis Makanan (Food Premises scheme) — bakery shop
Estimated official fee for a 2-year certificate RM220 RM20 processing + (RM100 × 2 years), subject to the official fee notice
Menu addition application RM200 According to the menu addition provision for a two-year period, where applicable

Not included: training, injections, kitchen repair costs, replacing ingredients, consultants, printing or laboratory tests when required. The figure of RM220 is not an estimate of the total cost of becoming audit-ready.

Application steps

  1. Confirm the scheme: Premis Makanan — Kedai Bakeri (Food Premises — Bakery Shop), or another scheme if the operation is different.
  2. Confirm the business and premises registrations: SSM, PBT (local authority), KKM and the physical address.
  3. Prepare the MYeHALAL data: full menu, raw materials, manufacturers, suppliers, workers and supporting documents.
  4. Check ingredients digitally: JAKIM has introduced MyHALALINGREDIENTS for managing raw material data; follow the current system instructions.
  5. Submit the application: the application will go through a document check and assessment by the authorities.
  6. Pay when the notice is issued: the manual sets payment within 14 working days of receiving the charge letter through MYeHALAL.
  7. Get ready for the audit: show the kitchen flow, recipes, ingredient documents, worker certificates, stock logs and evidence that the IHCS is being carried out.
  8. Corrective action: if the auditor records a non-conformance, carry out the correction and submit evidence as instructed.
  9. Panel decision: the certificate is issued only when the application is approved.

JAKIM uses the e-Cert for applications approved by the panel on or after 5 May 2025, and applicants can print it through MYeHALAL. Do not advertise the business as “halal certified” while the status is still awaiting audit.

If there is a non-conformance, carry out corrective action and provide evidence. Then comes further assessment by the authorities and the panel decision. If approved, the SPHM e-Cert is issued within scope. If not yet or not approved, follow the official instructions and the improvement plan.NoYesYesNoApprovedNot yet / not approved

Final check before pressing “Submit”

  • The scheme and scope of operation are confirmed.
  • All active menu items are recorded.
  • Critical ingredients and manufacturers can be proven.
  • The worker schedule and the Penyelia Halal meet the requirements.
  • The kitchen can be audited without changing operations temporarily.
  • The IHCS is carried out with real records.
  • No SPHM (Sijil Pengesahan Halal Malaysia, the Malaysia Halal Certificate) logo/claim is displayed before approval.

Output of this article: one audit readiness document to use before making the real application.
