ManaHalal note: An educational guide to help you prepare. It is not a certificate, an approval or an official eligibility decision from JAKIM/JAIN/MAIN (Jabatan/Majlis Agama Islam Negeri, the state Islamic religious departments and councils). Operators need to check the requirements in force and the scope of their own application.
The Sistem Kawalan Halal Dalaman (Internal Halal Control System, IHCS) is not a file to keep for when the auditor comes. It must be the way the shop makes decisions every day: which ingredients are allowed, who approves suppliers and how to trace a cake when there is a complaint.
Three cores you must be able to show
According to the MHMS 2020 (Malaysia Halal Management System) Manual, the basis of the IHCS covers a halal policy, halal risk control and traceability. In a small bakery, it can be put into practice through short procedures, schedules and consistent records.
| Component | Bakery practice | Example evidence |
|---|---|---|
| Halal policy | The owner sets the commitment, the roles and the action to take when in doubt | A dated, signed policy |
| Halal risk control | Checking risky ingredients, suppliers, toppings and substitute ingredients | Ingredient register + approval records |
| Traceability | Linking a cake batch to ingredients, lots, workers and customers/orders | Production records and sales log |
Recommended minimum records
- Ingredient and supplier register: ingredient code, brand, manufacturer, certificate and expiry date.
- Menu and recipe register: version and status of the menu, including special cake variations.
- Stock receiving record: date, quantity, lot number or other identification, invoice.
- Production record: batch, product, recipe, main ingredients, date and quantity.
- Staff record: position, shift, training, appointment, vaccination.
- Cleaning and maintenance record: cleaning routine, pest control, breakdowns.
- Incident/NCR record: the issue, the stock involved, holding, corrective action and confirmation of closure.
The amended 2026 manual stresses having records for new applications; keep evidence of operations for at least three months to prepare for the first application, and follow any longer retention period that applies after certification.
Example: tracing one batch
Date 5 November, batch CK-CHOCO-261105-01, 15 chocolate cakes. The record links recipe version v3, flour FL-102, cream CR-207, chocolate CH-017, the maker's schedule and the supplier invoices. If the cream has to be recalled because of a problem with the supplier's documents, the operator can identify which cakes used that lot — not every cake made this year.
Traceability flow chart
Procedure when an issue arises
Example: a stock check finds a bottle of flavouring that is not an approved brand. Hold the ingredient and the products that may be involved, trace the period and batches it was used in, record the management decision, obtain the documents, then release the stock only after its status has been decided according to the SOP. If you already hold an SPHM (Sijil Pengesahan Halal Malaysia, the Malaysia Halal Certificate) and the issue is material, follow the relevant notification/management obligations to the authorities.
Digital or paper?
Both can work if they are tidy, searchable and can be shown during an audit. For a small bakery, four CSV files and one folder of PDF documents are enough as a starting point, subject to the actual document requirements. Control who can change the records, keep backup copies and do not throw away old recipe versions.
Output of this article: use en-rekod-batch.csv and en-log-ncr.csv as the basis for tracing and correction.
