ManaHalal note: An educational guide to help you prepare. It is not a certificate, an approval or an official eligibility decision from JAKIM/JAIN/MAIN (Jabatan/Majlis Agama Islam Negeri, the state Islamic religious departments and councils). Operators need to check the requirements in force and the scope of their own application.

A small bakery shop does not necessarily need a large compliance department. But there are minimum requirements that must be met before the application is processed. Start with the documents that are easy to check, then move on to ingredients and recipes.

Main eligibility checklist

Item Practical check Evidence
Business registration SSM/recognised entity is still valid Current registration details
PBT (local authority) licence or approval The premises is permitted to carry out bakery activities The relevant licence/approval
KKM (Ministry of Health) Food Premises Registration The food premises record is still valid Food premises registration certificate
Period of operation New application: fully operating for at least 3 months Sales, production and purchase records
Food handlers Every handler has a KKM-recognised training certificate Food Handler Training Certificate
Anti-typhoid vaccine Every handler has an injection that is still valid Vaccine record from a registered medical practitioner
Muslim workers At least 1 permanent Malaysian Muslim worker at the premises during operations/shifts Staff register and shift schedule
Penyelia Halal (Halal Supervisor) Formally appointed at the premises Appointment letter, duties, evidence of relevant training
Halal control system IHCS (Internal Halal Control System) is established and practised Policy, risk controls and traceability records

For food premises that use a central kitchen or a chain under the same brand, check the additional requirements. Do not assume the requirements for a packaged-product micro company are the same as for a bakery shop — they are two different routes.

A shift example that is often overlooked

The shop operates from 8 am to 10 pm. One permanent Muslim worker is on duty from 8 am to 5 pm, while operations continue until 10 pm. That arrangement does not show worker coverage throughout operating hours. The operator needs to plan the schedule of permanent Muslim workers for every relevant shift, not just have a worker's name on a payslip.

For the Penyelia Halal, the owner may consider someone who truly understands the operation and has the authority to stop the use of ingredients that have not been approved; check the relevant eligibility/appointment requirements in the MHMS 2020 Manual.

If the bakery is home-based or has just moved

Production at home is not an automatic licence to apply for the SPHM (Sijil Pengesahan Halal Malaysia, the Malaysia Halal Certificate), and it should not be treated as impossible without checking either. Suitability depends on the type of premises, PBT permission, KKM registration, layout and scope of operations. Get confirmation from the local authority and the relevant JAIN/MAIN.

For a relocation of an existing company, the manual has a provision for operating at the new premises for at least one month; do not confuse this with the three months for a new application.
