How Much Does a Restaurant Halal Certificate Cost, and How Long Does It Take?
A breakdown of official fees, preparation costs and how to plan your renewal.
Last reviewed 5 November 2026
For a single-outlet restaurant, the government certification fee is not actually the most expensive part. The main burden is usually operational preparation: complete documents, ingredient sourcing, training and staff time.
Official fees stated in the amended MPPHM (Manual Prosedur Pensijilan Halal Malaysia, the Malaysia Halal Certification Procedure Manual)
| Component | Amount | Note |
|---|---|---|
| Domestic application processing fee | RM20 | Per application, subject to the relevant rules |
| Restaurant/café certification | RM100 per year/premises | Food premises scheme rate |
| Restaurant certificate validity | 2 years | If approved |
| Estimated typical total fees for a 2-year certificate | RM220 | RM20 + (RM100 × 2); excludes other additional costs |
Fees may change and are subject to current notices and the application category. Do not confuse the RM100 per year rate for premises with the certification fees based on industry size that apply to certain product schemes.
Preparation costs (not fixed JAKIM rates)
The costs below are spending categories, not quotes or fixed mandatory charges:
- food handler training and the anti-typhoid injection;
- halal courses/training and staff time;
- replacing ingredients or suppliers that do not meet the requirements;
- store labels, equipment, hygiene repairs and pest control;
- preparing documents/the IHCS (Internal Halal Control System), if extra help is needed;
- laboratory tests or additional inspections, if directed.
When can you apply?
For a new application, the restaurant needs to have been fully operating for at least three months before applying. The processing time after that depends on how complete the documents are, the audit schedule, any NCRs (non-conformance reports) and the panel's decision. Avoid promising a fixed timeframe such as "definitely done in 30 days".

How do you keep the certificate?
Make sure purchase records are kept continuously, review any changes to suppliers or the menu, confirm staff status and follow the conditions for using the logo. Check the certificate's expiry date and the latest renewal procedure in MYeHALAL, and set an early reminder so you do not miss the date.
Action for today: prepare a two-column budget: government fees and operating costs to meet the requirements. This helps the business owner understand the real cost.
