How Much Does a Halal Certificate Cost for an SME Product? Official Fees, Real Costs and Renewal

The 2026 certification rates by industry category and how to put together a compliance budget.

Last reviewed 5 November 2026

For the Skim Produk Makanan dan Minuman (Food and Beverage Product scheme), the certification fee is calculated by annual turnover category, not the restaurant fee of RM100 a year for each premises. MPPHM (Domestik) 2020, as amended in 2026, sets the following rates.

Category Certification fee per year Estimated 2-year fee + RM20 domestic processing fee
Micro: below RM300,000 RM100 RM200 RM220
Small: RM300,000–below RM15 million RM400 RM800 RM820
Medium: RM15–50 million RM700 RM1,400 RM1,420
Large: over RM50 million RM1,000 RM2,000 RM2,020

Important: the right-hand figures illustrate a usual two-year domestic application, not a quote from the authorities. The payment structure may differ for special cases, additional activities, overseas applicants, added products or other charges. Check the official notices from MYeHALAL and JAKIM/MAIN/JAIN (Majlis/Jabatan Agama Islam Negeri, the state Islamic religious councils and departments) before making a payment.

Costs that are usually bigger than the certificate fee

  • Adapting the premises, sinks, store, equipment and pest control.
  • Replacing raw materials/suppliers that do not have suitable evidence.
  • Food handler training, the anti-typhoid vaccine and halal training.
  • Staff time to build official recipes, batch records, labels and the IHCS/HAS (Internal Halal Control System / Halal Assurance System).
  • Required laboratory tests, food safety improvements or outside advice if you choose it.

There is no single consultancy budget that every SME must have. Business owners can build many internal records themselves if they have the skills and time, subject to actual compliance.

Building a halal certification budgetEstimate annual turnover, choose the category fee, add the processing fee and certificate period, list the gaps in premises and ingredients, estimate training, documentation and compliance costs, build an overall budget, then check the actual amount in the official notice.

How long it takes to apply and renew

Do not treat an estimate such as “done in two months” as a guarantee to customers. The time depends on how complete the documents are, the audit, any NCRs (non-conformance reports) and the panel's decision. The MPPHM sets the validity period and the renewal process; for normal operations, plan the renewal early, around three months before expiry, while checking the dates and instructions on the certificate and in MYeHALAL notices.

Example: a small enterprise with a turnover of RM600,000 a year can set aside RM820 for the illustrative two-year base fee, but may need separate spending to reorganise the store, train staff and replace supplier ingredients. That spending needs to be seen as a readiness cost, not a “JAKIM fee”.

Your action: make a two-column budget: official fees and operational improvement costs. Do not order printing of labels with the halal logo until the product scope and approval are confirmed.
